The family violence saga: from animal to children

 A description of the roots of violence in the civilization and the relationship of human beings and animals, in the context of abuse. The role of the veterinarian in the scope of the veterinary public health and animal welfare duties. Showing how animal abuse is associated with family violence from the more bloody way to the subtler.

“Animal Health is an expression of Animal Welfare. The Veterinary Profession is the one providing health to animals. Therefore, is the only authotativilly can speak about Animal Welfare” Apostolos Rantslos. President. World Veterinary Association, Sept. 7, 1998.

We are health care providers, as “health professionals” or “practitioners of the healing arts”, like physicians, nurses and dentistry.

In that scope, we have a mandate to report human, child and animal abuse and neglect[1].

Our responsibility exceeds not only to the animal patient but to society we must answer the question: Is our primary obligation the animal, the owner who paid and brought the animal to our facility, or equally to both?[2]

I guess that our role is of leadership. The danger is to do nothing. We are important tools but misused.  Our intervention, focusing on animal wellfare, must be our priority.

We must clarify and mitigate ethical dilemmas about our responsibility toward animal patients and clients.

Traditionally, our profession focuses their energies toward treating medical conditions on animals.  Now we must protect all the vulnerable beings and promote social skills to those who need us.

 We are obliged to report any animal abuse and take a leadership role in community coalitions against violence.

I guess that in that way, our attitude allows us to be part of the forefront of response of the new social concern about animals, as natural advocates for animals in our society.

UN ANUNCIO QUE NOS PARECE QUE ES SOLO ESO. UN ANUNCIO…. UN ANUNCIO SOLO DE CAMPAÑA

Es auspicioso el anuncio pero por ahora es solo eso un anuncio...

Varios puntos y errores hay que aclarar de la conferencia de prensa de la Sra  presidenta sobre este tema  que nosotros como interesados y especialistas en el tema no debemos soslayar.

 Una campaña de adopción masiva es muy importante - quizás en las actuales circunstancias MUY importante.- porque no solo cuentan los no nacidos que lograremos castrando  sino los ya  nacidos que no encuentran hogares, ese 80 % que hace alusión el Sr. Ministro .

En la conferencia de prensa ni se ha mencionado el tema de las adopciones …

Sin adopciones masivas a nosotros nos parece   que deberemos trabajar mucho para erradicar definitivamente las eutanasias....

Un decreto no es suficiente sin recursos...

Es lamentable  y lo debemos decir muy disgustados que no podemos dejar de usar las eutanasias en casos puntuales  . Confundir a estas alturas matanzas con eutanasias y método de control con eutanasias como ultimo recurso  es golpear bajo a una discusión que dado las circunstancias actuales de exasperación proteccionista  vemos de muy difícil resolución.

Nunca  estuvo en la discusión si deberíamos controlar la población con  eutanasias. Es otra demostración que los asesores presidenciales y ministeriales  no entienden el problema ( o bien están pésimamente asesorados )  ni están actualizados con lo que vienen sosteniendo durante décadas los organismos mas importante y sabedores del problema como es la WSPA…. QUE NUNCA HA ACEPTADO LAS EUTANASIAS COMO METODO DE CONTROL POBLACIONAL  NI COMO METODO INCLUSO PARA ERRADICAR ENFERMEDADES POR EJEMPLO LA RABIA….


Recordemos además que las enfermedades en general no se previenen con castración .

Un perro castrado y enfermo en las calles puede transmitir leptospirosis, rabia y parasitosis y no hablemos de la temible Leishmaniasis...el problema Sr. Ministro y Sra. Presidenta son los perros  en las calles  .

Si los perros estuvieran con un dueño responsable no existiría dicho problema …

No hablar del  problema  no lo hace desaparecer…

El  problema seguirá siendo los perros en las calles con o sin dueños que no son adoptados responsablemente por nadie porque simplemente nadie los quiere (y aclaramos esto que  un perro con dueño y que el dueño no lo tiene en su casa es un perro a los fines prácticos  abandonado y un peligro de salud publica porque   puede morder y ser mordido transmitiendo enfermedades ( y no solo a los humanos sino a el mismo) … la castración no evita las mordeduras.

NI SIQUIERA LAS PROTECTORAS  QUE NO APORTAN NINGUNA SOLUCION CUANDO NO QUEDAN SOLUCIONES LOS ADOPTAN (Y ES LA RAZON  QUE LOS ORGANISMOS DE CONTROL Y  LAS PROTECTORAS SERIAS  MUY A REGAÑADIENTES REALIZAN LAS EUTANASIAS LA LLAMADA   “eutanasia como ultimo recurso” cuando no hay otra manera de invertir la situación y todo se descontrola sin remedio)  .

Seguimos sin responder que hacemos con los perros que nadie quiere. Mientras no respondamos esas preguntas importantes por momentos difíciles y traumáticas ( y con soluciones que no conforman a nadie) solo nos quedaremos con los anuncios y los golpes mediáticos de efecto...

A nosotros nos hace acordar a cuando el Dr. Romero vino aquí a presentar el plan de control de fauna urbana presentándose como asesor un cargo y un plan que duró lo que duró la conferencia de prensa... 
y nosotros vemos que el Dr. Romero ( insistimos que no tiene idea del problema) les ha dado letra al gobierno…

ESPERAMOS EXPECTANTES LA LLEGADA DE RECURSOS….. y lo mas importante que hace al nudo de la cuestión que antes, mas temprano que tarde,  respondan que hacemos con los abandonados ,los atropellados, los envenenados , los sometidos cotidianamente a actos de  crueldad y los perros- ese grueso 80% que acepta el Sr. Ministro-   que están en las calles y nadie hace nada por ellos….

Launch event of the Argentine Policy on Responsible Ownership and Health of Dogs and Cats; Words of the Chief of Staff

REMARKS BY THE CHIEF OF STAFF Anibal Fernandez IN THE ACT LAUNCH OF THE TENURE POLICY RESPONSIBLE AND HEALTH OF DOGS AND CATS, at the presidential residence in Olivos.

Thanks a lot to be here. I’ll try to plot more or less part of our position and what the vision we have of this and what are the two cornerstones of the position that we summarizing today, as decision of the President's Office. The Argentine government launched the National Program on Health and Responsible Ownership of Dogs and Cats

President Cristina Fernandez signed a decree that includes animal protection measures, to prevent infectious diseases. The standard wasannounced by the chief of staff, Aníbal Fernández, during a ceremony at thepresidential residence in Olivos.

The chief of staff announced this afternoon the creation of the National Program on Health and Responsible Ownership of Dogs and Cats, by a decree signed by the President of Argentina, Cristina Fernandez.

The standard covers animal protection measures, to prevent infectious diseases especially in dogs that are abandoned. It also points to the responsibility of pet owners to comply with immunization schedules. Beside the chief of staff participated in the ceremony the Minister of Health, Juan Manzur, under whose orbit will be the Executing Unit of this Pet’s Health Programme.

During his speech, Anibal Fernandez, said on birth control for dogs and cats "nobody want the extermination, slaughter, killing for killing pets." "The responsible ownership is the linchpin of this policy we want to talk," he said.

The chief of staff remarked that "it is imperative that this entire policy means we need to talk about control by surgical sterilization." "The slaughter and euthanasia has been a method of birth control canine ineffective and inefficient. They will not resolve ever in this way”, he said.
